There are two versions available to download - the shareware version and the toolbar freeware version. I downloaded the toolbar version, but it installed the shareware version I believe, odd. Either way, fairly good selection of radio and TV here, and it is catagorized very nicely as well. Don't know about spyware of adware, that might be the only sticking point. But at this point I'd give it a solid 4 or so, maybe a high 3 due to some small interface issues.

"For a limited time this edition has an introductory price of US$9.99" (http://www.worldtvradio.com/downloadeng.htm). Doesn't look like freeware. I guess they meant free to try.
