Browse your Internet Explorer Cache, insert images and SWF (Flash) files directly into your web page, and modify them with a collection of brilliant image effects.
Make normal button effects, round button effects, drop shadows, deform images with swirls and wind, color effects, and many more. This release of MasterPics comes with over 30 effects and has facilities to import new effects and image tools that are in development.

Its not a Microsoft program, and its not really freeware - you have to register and pay $30 to remove restrictions.
