LiveCon! is a Windows status tray utility which records and analyzes the status of an Internet/network connection over a given period of time. You can send these logs to your ISP (i.e. Cable/ADSL) and get refunds for downtime.

It's a useful app, but there are better programs, and I'm not really fond with the smileys but that's not the point here, what really bothers me that I couldn't uninstall it, I had to delete it manually. You might wanna give (Internet Status) a try -if you can find a working link for it-.
