All of Microsoft's enhancements for PHP on Windows have been done in communication and coordination with Zend and the PHP development team. In fact, during the 5.1 generation, PHP switched from thread safe to non-thread safe binaries as the norm for Windows builds, specifically due to the performance and stability gains from Microsoft's FastCGI support for PHP.
With this new cache extension, Microsoft is giving PHP apps access to some IIS capabilities which were previously limited to ASP.NET, so this is clearly a case of Microsoft continuing to open up to the competition and playing fairly. There are many things that Microsoft does which are worthy of hate, but this isn't one of them. The fact that this extension involves zero code changes means that it doesn't make any attempt to "lock in" unwitting developers. And its presence on a server doesn't create any conflict or incompatibility for someone who wants to use Apache instead of IIS. Bottom line is that there's simply no downside, not even for Microsoft haters.
The download linked from here is for PHP 5.3 but MS also has a version available for 5.2. Unfortunately, one of the most common reasons for people to still be on 5.2 is that they are using a shared hosting service, in which case they wouldn't be able to install this extension.

This is some obscure extensions for Windows-only PHP stuff.
MS is once again trying to add features to a language that it then creates a Windows-only dialect. No code changes but you still have to enable it and integrate it into your PHP-engine.
Every developer please avoid this and ask the PHP developers to take a look at it.
Maybe they can come up with Official PHP support on all platforms.
