you're obviously using win9x and unaware that there is no native support for raw sockets and other low level TCP/IP functionality included with your antiquated OS. Winpcap allows for this functionality that Steve Gibson doesn't think anyone needs.
Think about it, adding functionality to the network stack requires a reboot... duh!

What the heck is the installer trying to install???? What is Winpcap????? You cant expect someone to install some 3rd party network driver or whatever it may be! Looks like it would have been a cool program other than that.
Had to do the old uninstall though!
Also, reboot the computer to continue installation? Are you kidding, even MS Office XP 2002, full install doesnt require a reboot anymore, wake up people, its the year 2002, reboots are a thing of the past!
