This script deserves the highest rating because it is simple to use, has advanced features, and does its job. Includes full themes and display options, protection, and unlike almost every other mIRC script out there, it does not bog you down with tons of crap.
If you have ever used the now outdated and no longer updated "Peace & Protection" script (probably the best script for mIRC ever made), this script pretty much offers everything that was in that script and more, with great functionality.

The best script ive ever come across for mIRC. Easy to install, easy to setup and light on system resources. No bloated extras either and some nice features like game server browser :)

One of the nicest scripts around. I switched from Innvision 2.0 and find this one less CPU intensive and less bloated.
