Policy should be to ban companies that mis-represent the license of their product to get more downloads

This is a misleading entry. It's not completely freeware - it's mostly trialware and only partly freeware.
You're actually getting the "Free Edition" of the PacketTrap pt360 Tool Suite. And that means you are really only getting a 21 day trial for the "Pro Edition".
After 21 days, the trial ends and you can only use the free features:
- Enhanced Ping
- Graphical Ping
- Ping Scan
- TFTP Server
- Trace Route
- WHOIS
And you can already download any of those freely and individually from here (at the bottom of the page):

Which shows just how much will not work after the 21 days.
Why mislead? Could it be because the Pro version costs $795 and this package is really just an advertisement for that?
So points off for the misleading and a low score because the components that are truly free in this package aren't much of a big deal either.
