Photo Data Explorer is a portable freeware utility which allows you to view photos and the exif data stored within. Allows allows you to rotate, flip, pan, zoom. It has a stretchable thumbnail panel and a stretchable exif properties panel.

Even more useful useful after I put a copy of it
in c:\windows\system32\ and added the following
registry key:
[HKEY_CLASSES_ROOT\*\shell\open with Photodata\command]
