I'm not gonna even try it just because it's based upon the sluggish and buggy .NET. All .NET programs should be avoided like a plague. [Lazy] Programmers use it only because it's easy to program for it. You should use Visual Basic then. It's very easy and faster and better than .NET.

Good feature set. Adobe filter inclusion is great. There are a number of tutorials on their site, but no real manual or searchable reference.
Creates a new layer for every click you make - annoying.
Menus and toolbars could do with some work (text and graphics). I prefer to use other grpahics software for now, but will be checking back on this in future - it could be very worth while.

Microsoft paint you have competition, Get Gimp or Paint.net they blow this out of the water and yes their free
