Worthy effort for simple tasks and also suitable to more complex manipulation if you have the time to dig to the options.
You may also check Paint.NET that I find a bit more capable than this.

Nice tools, but steel needs a lot of wotk to be commonly used. In this cathegory we have quite a few useful tools. But none of for example Paint Shop Pro 7 or 8 level.
