It finds by the method of exhaustive search all possible combinations of characters or using passwords from a list. The program is able to save a current state of operation. The skillful configuring allows to perform parallel processing. The process with self-extracting archives (SFX) and multi volume archives is supported.

The good news:
Rar Password Cracker version 4.12 works as indicated.
The bad news regarding decrypting Rar/Winrar versions 3.00 - 3.60:
Rar's encryption is VERY hard to decrypt unless the cypher was poor to begin with. So, if the file you are trying to decrypt has a GOOD password, you can forget about cracking it unless your with the CIA, etc.. PERHAPS they could. Otherwise I believe decades, centuries, or more might be needed to decipher a rar file with a well thought out "password".
Perhaps older versions of Rar/Winrar have weaker encryption and are easier to decrypt.
I should also say I am not a cryptography expert, this is only how things appear to me.

no support for winrar 3 files
i was not able to brute force the examples files with all the keyboard keys ...
