He usado PLSQLDEV por varios años y la considera una herramienta lite muy poderosa.
Tambien uso OCASIONALMENTE TOAD debido a que facilita la administracion de base de datos aunque es muy pesada.
En conclusion para desarrollar o mantenimiento no hay nada mejor que PLSQLDEV.

I'm using TOAD 8 and you can see the contents of an XMLType.
In the DATA tab, XMLType fields appear as (XMLType), but clicking twice opens the editor so you can access it as text.
Are you using TOAD from a computer with Oracle Client v9 installed ? If you use a version lower than 9, you won't be able to read the XMLType, and you'll see (ADT) or something like that.
I'm gonna check PL/SQL Developer out now, hope it's any good.

One of the best free Oracle development tools. However, the best programs (fullest of features and cheapest of price) is PL/SQL Developer by AllroundAutomations out of the Netherlands (http://www.allroundautomations.com/plsqldev.html). A site license is incredibly cheap (something like 3K).

This program is OK for freeware, but at the moment, TOAD is far superior and worth paying for cos of its ease of use and powerful functionality.
One gripe I have with both, is that in either TOAD or this, you cannot view Oracle XMLType's which makes my job very frustrating!
