SoTWin adds a 'Stay on Top' feature to every window. This program has to permanently run as a background task. It's straightforward, there is no interface. As a result, the memory footprint remains small.

Great Idea !!! a Small program, but it only works if the window that must be ontop, has no F5 or ALT-f5 key programmed !. If only their was a config in where you could define your own hotkey, these problems are solved. Because of this, i only give it 2 stars.
