Publisher's Description
Truly Random uses a pseudo random generator or true random numbers from a sound card. By using the mask feature you can configure you random string or number very precisely, you may even generate lotto numbers. You can also automatically remove duplicate random strings or numbers, save to file, copy passwords to the clipboard, generate pronounceable passwords or remove common words from generated passwords, using a built in English dictionary.

Couldn't get the "truly random" part of it to work properly on my computer and I didn't want to spend much time with this program. I just go to Random.org into the advanced area or SuperGenPass.com and use the mobile version to get a "good enough" password for my needs.

I tried it, and it was OK, but not any big deal. It's nice that even without using the "truly random" feature, you get cryptographically-strong randomization. If, that is, what the author says is true.
And that's the crux. It's closed source, so there is no way of knowing if the crypto-strong claim is true (and implemented correctly), or if the "truly random" feature is as claimed.
It's not just a security issue; they're asking money for this thing, yet for all I know, when this thing generates passwords, it is simply calling some lame, built-in, weak randomization function.

If such a software exists, it does mean that there's no paranoia in being aware that CIA, KGB, Mossad and DGSE are eveywhere, including in my private life. A pseudo-random 16 caracter code-password is nothing, I do need help, 'Truly Random' is now available, finally.

Yea.... like I can remember random passwords. OK, and to pay besides, I think I can do better with my head. IMHO
