WinSSHD is free for private use (with some limitations) - http://www.bitvise.com/ssh-server-pricing

Couldn't agree more. This is a great SSH server - been using it for years on a Win2K3 server and it's solid as a rock and full of features. Their free client Tunnelier is also a pleasure to use.

Amazing! The shear number of options available dwarfs every other free offering I have tried (freeSSHd, Core FTP, MobaSSH, Sysax). It's important to note the word "free", because when installing you can choose to install under a Personal licence, which is free and HARDLY crippled compared to their standard product. (oh, and remember to configure your firewall correctly!)
