mrbee - xsetup is free too & does all that & more. The plugins are well organized, e.g. videocard plugins are in the hardware -> Videocard section, not much more needed than that.
& yes, it supports Windows Me just fine. Not much you can complain...

excellent program, theres also a version 4 in beta testing at the moment. its over on egroups, hs4beta if anyones interested, using it myself. Nice update too it as well.
