Publisher's Description

A Ruler for Windows is a free on-screen pixel ruler and reading guide for your PC. It provides you your choice of a woodgrain, stainless steel, clear see-through plastic, or yellow construction ruler and reading guide - plus you can design your own custom skins too. With A Ruler for Windows you can use your screen normally while layering one or more rulers over of your work.

I like this
I asked for a similar function in another program once here.

One very useful thing this could do is to grab the contents of the window just under the ruler as a skin so I can take the top row of a table like the ones on this page Comparison of Nvidia graphics processing units - Wikipedia, the free encyclopedia
like this long table 4.8 GeForce 7 (7xxx) series

and use it as a guide as I use the table. that way I have the top of the table right in front of me as I scroll down to where it would disappear off the screen otherwise.
