I did not test this tool but I know a bit about video surveillance systems and technology.
Before laughing, you should learn a bit about video surveillance systems, what you see is a motion detection matrix each picture is converted into a matrix into which it tries to do the motion detection before activating auto-record.
Motion detection and video encoding/recording may take a lot of CPU, so the idea of this tool is not so bad if you want to dedicate some computer to video surveillance.

The rate of processing and analysis of videodata is the basic criterion of evaluation of the productivity of system in this test. In particular, the following operations are performed: - the automatic correction of brightness, contrast, saturation and sharpness. - the equalization of histogram, the softening of the sharpness of lines, scaling. - decoding with the aid of the codec, specially developed for the systems of videonablyudeniya (support of all types of sequence and with Wavelet by the nucleus of frequency conversion). - search and the recognition of faces of people and assigned objects. - the estimation of the motion of objects in the sequence and their qualification.

So, I guess that this guy came up with software that deals with the video from a camera used for surveillance as it correcting for what ever kind of lighting conditions exist and also seems to be able to do face recognition? I'll give it a neutral 3 untill I can test it with a camera on my computer. As for that screenshot, "edited". :P

Why would they put such a pointless program on here?
Just added yet uses DirectX 8.0?
After reading what coolticker said, i would have to agree that the idea behind this isnt that bad. However, the look of the application, the name, and the description of it is quite pitiful.

That may possibly be the WORST name for any program in the history of computing. The concept is pretty silly too.
