Backround Cycler is a tool for changing background pictures on your desktop. This program makes sure that your desktop is no longer monotonous and will rotate its background periodically. So if you never seemed to find the time to set a new wallpaper, this software will do it for you.

A straight-forward app for wallpaper changing...nice. All the others I've seen either push some "premium" service, or are just bloated.
Only suggestions: Ship it as a zip archive and eliminate the installer and fix the name so "Background" is spelled correctly.
Also, Windows 7 includes much of this functionality, so it's a bit pointless for those users...
