CodeLobster IDE streamlines and simplifies the PHP development process. You don't need to keep in mind the names of functions, arguments, tags or their attributes -- we've implemented all these for you with autocomplete features for PHP, HTML, JavaScript and even CSS. And you can always get necessary help information by pressing F1 or using the special Help control.
An internal free PHP Debugger allows you to validate your code locally. It automatically detects your current server settings and configures corresponding files in order to let you use the debugger.
The free version is feature limited.

So in reality, this is crippleware and not freeware.

I really fall in love in Codelobster PHP Edition.
It's great free Portable PHP IDE.
It have all possibilities like requiring payment IDE, but it really smaller and faster.
It have pleasant interface and plugins for all most popular frameworks.
Especially i like HTML/CSS code inspector which shows all styles belonging to
selected element which can be edited at once in proper CSS file.
Also very important advantage of this product - plugins for
Drupal, Joomla, JQuery, Smarty, WordPress, Facebook, CakePHP and CodeIgniter.
