Publisher's Description
Microsoft Windows Help (WinHlp32.exe) is required to display 32-bit Help files that have the ".hlp" file name extension. To view .hlp files on Windows Vista, you need to install this application.
Windows Help (WinHlp32.exe) is a Help program that has been included with Microsoft Windows versions starting with the Microsoft Windows 3.1 operating system. However, the Windows Help program has not had a major update for many releases and no longer meets Microsoft's standards. Therefore, starting with the release of Windows Vista, the Windows Help program will not ship as a feature of Windows.

This is needed for other 3rd party applications, not Vista itself.
And strangely enough MS just released a 'small update' that puts this ability back into Vista...
So I guess they aren't 'ditching it' after all..

It wasn't included because Microsoft has a different help subsystem in Vista. Like the decription states, hlp is outdated and MS is ditching it.

Why this was not included in Vista must be a mystery. I wonder what are the application standards on the description.

Vista can't read old .hlp files out of the box. You need this, either by lifting it from your XP installation or grabbing the download.

So this is a must for a Vista user or an upgrade for XP a previous Windows Versions ?
