Publisher's Description
Paint.NET is image and photo manipulation software designed to be used on computers that run Windows. It supports layers, unlimited undo, special effects, and a wide variety of useful and powerful tools. It started development as an undergraduate college senior design project mentored by Microsoft, and is currently being maintained by some of the alumni that originally worked on it. Originally intended as a free replacement for the MS Paint software that comes with Windows, it has grown into a powerful yet simple tool for photo and image editing. The programming language used to create Paint.NET is C#, with a small amount of C++ for installation and shell-integration related functionality.
Paint.NET is freeware, but the team is accepting donations here.

Paint.NET is a Windows-based software for photo and image manipulation which offers a simple interface, support for layers and unlimited undo options, as well as special effects and a wide range of tools that are useful. The program was originally designed to be a free replacement to MS Paint, it has developed into a robust yet user-friendly tool for photo and editing. Though it doesn't have the sophisticated capabilities that you would find in professional grade software, it is an ideal solution for simple to intermediate editing requirements.

Very user friendly, easy to use, but much too buggy. The previous versions often crashed, than the newer releases sometimes didn't load, the present one refuses to change language even after changing it in the option window. ( Accepts changes in language settings but whatever language I chose it will only display system’s default language ).
Their forum moderators are occasionally unnecessarily impolite and rude.
I opted for GIMP but yet, after Paint.net will get fixes and start working reliably I would be happy to download and use it for simple and quick, less demanding works. Unfortunately the last few versions were disappointing, I removed it and gave up further experimenting.

What's it like to not have a program that installs from a 6.1MB installer, does damn near everything Photoshop does, has gobs of free filters available and is free itself? Suck it long. Suck it hard.
Amazing app that handles almost any image file format you can throw at it.

Paint.NET is the program I use on all of the systems where I don't have a license for Adobe Photoshop, that is on all of the systems where I sometimes need to do light image editing such as resizing, cropping, adding text, etc.
It is extremely fast and if you're not doing much more than minor image modifications, then Paint.NET is perfect. I have it installed on our home PC (which is a touch screen) and the kids love creating things with the touch screen.

I absolutely love this program. I am a professional photographer and use Paint.net for editing on 95% of the shots that I take now. Sure, there are things that this program can't do and that you need a program like Photoshop for, but those are things that most people are likely to need to do only once in a great while (and maybe never). Since this program came out, I have (almost) stopped using Photoshop all together. This program is so much smaller, lighter, faster, less boated and easier to use than a huge editing applications like Photoshop, that unless there is a specific reason to have to do so, Paint.net is just a far better tool to use for nearly all of your editing needs, at just about every level. Well done!

This is so much easier to use than Photoshop. You can save in almost any image format, resize, crop, add layers, adjustments and effects. Basically Paint.NET is everything that Microsoft and Adobe programs should be, but aren't. Thanks for your hard work.

Cons: Only available for Windows This limits its availability to other operating systems.
The software has a few limitations when compared with high-end photo editing software.

This update fixes a bug when saving 8-bit images, improves layer composition and Gaussian Blur performance, and is now updated to support the new .NET Framework 4.0 in some cases.
* Fixed the bug where saving as 8-bit PNG/GIF/BMP wasn't always working, usually with larger images.
* Improved the performance of the Gaussian Blur effect by 30-40%.
* Improved the performance of all the layer blending modes by 15-30%.
* Improved the performance of zooming with the mouse wheel on dual-core Intel Atom systems.
* Updated to support .NET 4.0 if no other version of .NET is installed.
* Reduced download size from 4.8MB down to 3.5MB.
* Fixed a small error in the Chinese translation.
Please note that the system requirements have been updated. For Windows XP, you must now have Service Pack 3 (SP3) installed; SP2 is no longer supported. For Windows Vista, you must now have Service Pack 1 installed.

I am a pro photo and this is not a Photoshop replacement for me. However, this tool is great for people who don't need a full-blown photoshop. If you use Photoshop Elements, then you should consider this tool. Paint.net is MUCH easier to use than the GIMP.

Changes and fixes since v3.5.2:
* Fixed DirectDraw Surface (.dds) file format support for CPUs which do not have SSE2 (Pentium III, Athlon XP)
* Fixed an issue with the File->Save dialog related to file type plugins that were only written for opening (importing).
* Fixed some crashes which were supposed to be "out of memory" errors.
* Fixed a race condition with the New Image, Canvas Size, and Resize dialogs. If you typed extremely fast you could cause a crash by typing a negative number and immediately pressing OK or Enter.
* Fixed a File->Save dialog issue in Win7/Vista where it could ask you about overwriting the wrong file.
