Works pretty good as long as you have the appropriate codecs installed and the price ($11.95) is good. It is a little late in the game unfortunately since there are already various freeware alternatives that perform the same function.
Media Player Classic has this function built-in:

All require appropriate codecs. KMPlayer also produces movie thumbnails using the 'make storyboard' feature with its internal codecs but requires external codecs for certain types of videos.
If you use WMP exclusively then this might be what you're looking for but in my opinion it should have more features than it's freeware counterparts in order to convince me to pay for it.
